This sounds to me like something from 1820s America under President Andrew Jackson.
…lawmakers raised concerns about food quantity, drinking water and high temperatures, with Rep. Debbie Wasserman Schultz calling the facility an “internment camp.”
“They are essentially packed into cages, wall to wall humans, 32 detainees per cage,” she said in a news conference following the tour.

The visiting lawmakers were not allowed to bring phones, cameras or any other electronic devices with them…
The facility costs hundreds of millions of dollars with all of the latest state of art surveillance technology to record every second, allegedly, but these visitors were allowed only a quill pen, one bottle of ink and a single parchment scroll.
