This sounds to me like something from 1820s America under President Andrew Jackson.

The facility costs hundreds of millions of dollars with all of the latest state of art surveillance technology to record every second, allegedly, but these visitors were allowed only a quill pen, one bottle of ink and a single parchment scroll.
